Common model and efficient data management in the Public Administration
Initiatives
The Public Administration's adoption of a robust data management culture will ensure the strategic use of information and a more effective response to the needs of society and the economy. The National Digital Strategy encompasses four distinct actions, which will be implemented in conjunction with the Data Governance Working Group set up under the CDAP.
Data Governance TWG
The Data Governance Technical Working Group (TWG) of the Digital Council for Public Administration (CDAP) has been carrying out activities in three different sub-groups.
The first sub-group is centred on updating the National Digital Interoperability Regulation (Regulamento Nacional de Interoperabilidade Digital, RNID).
The second sub-group aims to establish a shared foundation that facilitates the exchange and reuse of data across sectors, encouraging a collaborative approach supported by tools such as Mosaico and national data and service catalogues. The group has been developing proposals for methodologies and governance practices for creating common sectoral data spaces, including the use of tools such as controlled vocabularies and data and service catalogues.
The third sub-group aims to support public organisations in securely sharing data by promoting a structured approach to mitigating risks and strengthening trust in the interoperability ecosystem. This group's activities include creating a good practice guide focused on data security and privacy. This guide is based on four dimensions: the purpose of the data, knowledge of the data, anonymisation methods, and the relevance of interoperability between entities.

Digital and Intelligent Nation
The National Digital Strategy also includes the Digital and Intelligent Nation initiative, which provides for the implementation of platforms to improve urban management and the sharing of territorial data.
