Initiatives

 

1. Definition of a Public Administration Data Model

  • Creation of a common data model that applies to the Public Administration. This model aims to establish clear rules and standards for hosting, curating, processing, sharing and analysing data, ensuring that data is used securely and responsibly.
  • Creation of a standardised structure for organising data in all systems, facilitating interoperability and integration between the systems of the various Public Administration entities and private companies.
  • Defining a structured approach and developing an action plan for creating value from data in the Public Administration, with the identification of use cases for  value creation and reuse.

 

2. Updating the National Digital Interoperability Regulation

  • Reassessment of the national interoperability framework, allowing simplified access and efficient use of data between different systems and entities.

 

3. Creation of a National Data Catalogue

  • This catalogue will compile the list of existing public datasets in a harmonised way, and where appropriate, include those that could be made available. It will consolidate data catalogue sources from various Public Administration entities.
  • Selection of datasets to be made available in open data on the national portal (dados.gov.pt) or available via an information sharing interface.
  • Designing a plan for the evolution of the Catalogue to include more datasets from Public Administration entities and potentially extending it to entities from the private sector, third sector and academia.

 

4. Development of a plan to create common sectoral data spaces

  • Identification of priority areas for the implementation of data spaces, namely Education, Health, Public Services, Culture, Tourism, Sea and Justice.
  • Liaising with existing data space development projects, such as Health sector.
  • Development of a plan to create common sectoral data spaces, in line with the priorities of the European Common Data Spaces.
  • Developing the national open data portal (dados.gov.pt), reinforcing its mission as a central repository of open data and above all ensuring effective reuse and value creation with the data made available.
