Portugal has been investing in structural initiatives aligned with the Portugal Digital Strategy and European objectives to promote ethical, safe, and human-centred AI. These initiatives aim to strengthen technological sovereignty, accelerate the digitalisation of public services, and position the country at the forefront of innovation.
The first digital twins of Public Administration are under development – pilot initiatives coordinated by ARTE, aligned with the investments of the Smart Territories plan supported by the Recovery and Resilience Plan (Programa de Recuperação e Resiliência – PRR). These virtual models replicate real State systems – such as urban planning, water management, mobility, or administrative infrastructure – enabling the simulation of scenarios, policy testing, and anticipation of impacts before physical implementation.
In line with the interoperability and innovation approach set out in the Portugal Digital Strategy, digital twins integrate real-time data, predictive analytics, and advanced visualisation, supporting evidence-based decision-making processes at different levels of Public Administration.
Initial use cases include territorial management, sustainable urban mobility, and efficiency in public services, aligning with the national Smart Territories initiative and reflecting European priorities in infrastructure digitalisation and data-driven public policies.
AMALIA is the first 100% Portuguese Large Language Model (LLM), developed under the National AI Agenda. Designed to understand and generate text in European Portuguese – focusing on legal, administrative, and technical domains – the model aims to reinforce national digital sovereignty and will be made available from 2025 to research teams and public entities for controlled experimentation.
