About Smart Territories

National Smart Territories Strategy

The National Smart Territories Strategy (ENTI) aims to transform data into action, enhancing the quality of life for individuals and businesses by means of the efficient and sustainable management of the territory, based on innovation and transparency. ENTI is a measure set out in Pillar III – Government Digitalisation, of the Action Plan for the Digital Transition, approved by Resolution of the Council of Ministers 30/2020 of 21 April. The ENTI was approved by Resolution of the Council of Ministers 176/2023 of 18 December and amended by Resolution of the Council of Ministers 119/2024 of 2 September, as a measure to catalyse the digital transition, in the context of the digital society, creativity and innovation, as a strategic challenge.

Objective

The Strategy aims to promote a common national strategy, with synergies and shared experiences, as well as integrated planning and optimisation of public spending and a benchmark for interoperability and common principles.

Access the Portal

As part of the National Smart Territories Strategy (ENTI), the Smart Territories Portal was developed. This portal is a fundamental tool for sharing resources and knowledge in the area of smart territories. This platform provides guidelines, good practices, funding opportunities, legislation and relevant documentation, bringing together a repository of information at local, regional and national level. The Smart Territories Portal is a key objective for ENTI, driving the digital transition and fostering more efficient, sustainable and innovative territorial management. It serves as a nexus for public and private organisations and civil society, facilitating knowledge sharing and collaboration within a cohesive ecosystem.

Smart Territories Local and Regional Action Plans

Within the scope of ENTI, the development of Local or Regional Action Plans is a a prerequisite for municipalities or inter-municipal entities to access funding for the acquisition or development of urban management platforms, vertical platforms or sensors. The Framework for Local and Regional Action Plans for Smart Territories is available for use by local and regional public administrations in the preparation of their plans. This document is a detailed guide that focuses on adapting the recommendations of the National Smart Territories Strategy (ENTI). In the context of the Smart Territories Capacity Building actions, trainees will also have access to specific templates for developing Local and Regional Action Plans.
