Preparing for change

The Portuguese Public Administration has a cloud strategy that was approved in 2020. This strategy is based on the vision of "Adopting the public cloud, wherever possible, in an intelligent, secure and efficient model." This Strategy is the result of defining a common approach to leverage the use of the public Cloud, an essential pillar for the European Union's digital economy.

Preparing for change, communication, training and knowledge sharing to guide and support the Public Administration in the process of adopting Cloud solutions, promotes the development of a number of instruments:

  • A methodological decision-support tool that enables the evaluation of Cloud service options (Adoption Framework), with reference to the results of CTIC's Cloud working group;
  • A model for evaluating, monitoring and managing Cloud contracts;
  • A proposal to change the procurement, accounting or other rules and procedures that currently hinder the procurement and management of Cloud services, including the signing of framework agreements;
  • Models for tendering procedures and technical clauses to serve as a reference for public entities to contract Cloud services;
  • A plan to qualify the Public Administration's human resources to guarantee their ability to meet the new challenges of designing, operating, contracting and evaluating cloud services.
