The Portuguese Public Administration in the Age of AI in 2035
Four Scenarios for 2035 and the Strategic Decisions to be Taken Today
What will Portuguese public administration look like in 2035 when artificial intelligence is integrated into most public services? This study, produced by ARTE's Strategy and Foresight Team, identifies four plausible futures: The Governing State, The Efficient Public Administration, Automation without Control, and Competence without Sovereignty. The differences between these scenarios do not lie in how technology evolves, but in the decisions that will be taken over the next two to three years regarding governance, procurement and skills.
Drawing on an analysis of 51 drivers of change, interviews with 26 experts, a survey, and two participatory workshops, the study shows that the critical moment for decision-making comes before problems become visible. Rather than predicting the future, the study aims to support today's decision-makers by providing a set of questions to help each public body understand which scenario its current path is heading towards.
