The National Artificial Intelligence Agenda (ANIA) falls under Action #20 of the 2026–27 Action Plan of the National Digital Strategy and serves as the main instrument to operationalize Portugal’s national ambition in Artificial Intelligence (AI). ANIA aims to leverage AI as a driver of competitiveness in service of society, positioning Portugal at the European forefront while ensuring that technology generates economic opportunity, productivity, and public value.
ANIA is guided by six principles: (1) Responsible Innovation – ensuring ethical and safe development and use of AI; (2) Strategic Focus – concentrating resources on areas with the highest potential; (3) State as a Catalyst – leading by example; (4) Beyond Technology – recognizing that AI adoption is also an organizational and human endeavor; (5) Product-Oriented AI – delivering concrete, useful, and scalable use cases; and (6) Building on What Works – continuously measuring impact and advancing from proven results.
The Agenda is structured around four strategic pillars: I. Infrastructure and Data – robust computing capacity and data economy; II. Innovation and Adoption – accelerating uptake in the economy, with emphasis on SMEs and public administration; III. Talent and Skills – training, attracting, and retaining AI talent; and IV. Responsibility and Ethics – protecting citizens and promoting responsible innovation. ANIA is implemented through 32 initiatives that involve the entire ecosystem, including universities, research centers, companies (including startups), and public administration.
This agenda aligns with the AI Continent Action Plan and the Apply AI strategy, positioning Portugal to contribute actively to the European Union’s goals and objectives in the field of AI.
