Cloud Technical Clauses – Subgroup on Tender Documents

Preparing tender documents for the procurement of Cloud services currently represents a challenge for various Public Administration entities, whether due to novelty, complexity, or volatility.

One of the greatest difficulties of the procurement process arises from the disparity between the rigidity imposed on contracting authorities by the Public Procurement Code and the way Cloud Service Providers market their offer, which is highly agile and based on a “pay as you go” methodology.

This document was therefore prepared not as a standard, closed, and final model, but as a support guide for identifying a set of technical requirements that can be included in tender specifications, while alerting to the difficulties and obstacles associated with each one.
