National Strategy for Smart Territories

The National Smart Territories Strategy (Estratégia Nacional dos Territórios Inteligentes, ENTI) aims to turn data into action, enabling efficient and sustainable territorial management. The Strategy is based on innovation and transparency and seeks to make life easier for people and businesses through data.

ENTI is a measure included under Pillar III – Digitalisation of the State, of the Action Plan for the Digital Transition, approved by Resolution of the Council of Ministers No. 30/2020 of 21 April.

ENTI was approved by Resolution of the Council of Ministers No. 176/2023 of 18 December and amended by Resolution of the Council of Ministers No. 119/2024 of 2 September, as a catalytic measure for the digital transition, within the scope of the digital society, creativity and innovation as a strategic challenge.
