Framework for Local and Regional Action Plans

This document is a detailed guide designed to support the development of Local and Regional Action Plans, with a focus on adapting the recommendations of the National Strategy for Smart Territories (Estratégia Nacional dos Territórios Inteligentes, ENTI) to regional and local levels. Using a comprehensive methodological approach, the document aims to guide the creation of a structured action plan with a vision, strategic axes, and objectives that materialise in a set of smart initiatives to be implemented by municipalities and intermunicipal entities by 2030.

The purpose of this framework is to guide and empower territories to design well-founded action plans, adapted to each regional and local context, fostering smart development.

The document is structured into three main sections, each designed to provide detailed guidance and practical resources for the development and implementation of Local and Regional Action Plans.
