National Smart Territories Strategy Operationalisation Model

The National Smart Territories Strategy (Estratégia Nacional para os Territórios Inteligentes, ENTI) is an initiative aimed at digitally transforming municipal management and improving citizens’ quality of life. Through ENTI, municipalities gain access to advanced technology and digital tools that support more informed and efficient decision-making.

This project, approved by the Government, has as its main objective to make Portugal a digital and smart nation, with a network of connected territories that foster inclusive and sustainable economic development, providing interoperable services focused on citizens and businesses, contributing to more informed decision-making and smarter management of essential resources.

This document presents the vision, mission, and strategic objectives of the ENTI, along with the guidelines for its implementation. It also outlines the architecture of the strategy, the timeline, and the details of its various initiatives.
