The Digital Skills Pact is a strategic initiative of the XXV Constitutional Government, integrated into the Portugal Digital Strategy, aiming to strengthen and generalise digital skills among the population, businesses, and Public Administration by 2030. Structured around three pillars with 17 initiatives, the Pact covers everything from basic digital literacy to advanced technological specialisation, including emerging areas such as Artificial Intelligence and data science.
Through actions and partnerships with public institutions, companies, associations, and academic entities, it seeks to enhance digital qualifications, improve employability, reduce inequalities, and ensure that all citizens have access to relevant and high-quality digital training, regardless of age, location, or socio-economic context.
In doing so, the Pact contributes to social inclusion, territorial cohesion, and national competitiveness, preparing citizens and organizations for digital transformation.
