In Detail
The National Plan for Sovereign Cloud (Plano Nacional de Nuvem Soberana, PNNS) is a strategic initiative of the 25th Constitutional Government, included in the 2026-2027 Action Plan of the Portugal Digital Strategy.
The PNNS defines a coordinated, secure and cross-cutting approach to the adoption of cloud computing services in Public Administration, with the aim of strengthening the State’s digital sovereignty, security and resilience.
Its implementation is based on three dimensions: the qualification of Public Administration business processes, data and systems; the definition of specific sovereignty, security and resilience requirements; and the phased adoption of sovereign digital infrastructures.
The Plan also includes measures such as the creation of a unified catalogue of cloud services, the definition of sectoral adoption plans, the development of framework agreements, capacity building within Public Administration, and the simplification of cloud services procurement.
Through this Plan, the aim is to strengthen the country’s strategic digital autonomy and prepare Public Administration for digital challenges.
