Cloud Governance Impact Assessment Report

The Cloud Strategy for Public Administration in Portugal (Cloud AP) is part of a broader framework of public policies and reforms aimed at digitalising and dematerialising administrative processes. One of the key legislative milestones in this context is Resolution of the Council of Ministers No. 84/2020, which extended the mandate of the Council for Information and Communication Technologies (Conselho para as Tecnologias de Informação e Comunicação, CTIC) in Public Administration and positioned cloud adoption as a central element in the development of digital public services – not only by improving operational efficiency, but also by promoting interoperability between systems and the centralisation of technological infrastructures, thereby contributing to cost reduction and better services for citizens.

This report aims to assess the impact of adopting the Cloud Strategy in Portugal’s Public Administration, addressing not only technical and operational aspects but also the legal and regulatory frameworks guiding this transformation.

The methodology used in this report includes the analysis of empirical data collected from various public bodies, as well as the preparation of case studies illustrating adopted practices and the challenges faced. The ultimate goal is to provide a comprehensive and critical overview of the impacts of Cloud governance in Public Administration.
