Resolution of the Council of Ministers No. 102/2026 approves the National Sovereign Cloud Plan (PNNS) and its respective Action Plan, framed within the 2026-2027 Action Plan of the Portugal Digital Strategy.
The PNNS establishes the lines of action for the coordinated, cross-cutting and secure adoption of cloud computing services within Public Administration, reinforcing the State’s digital sovereignty, security and resilience. The Plan seeks to strengthen the security and resilience of digital infrastructures, contributing to the continuity of public services and to a more efficient, modern and technologically prepared Public Administration.
The Plan is implemented through a structured methodology based on three dimensions:
- Dimension 1 – Qualification of business processes
The qualification of Public Administration business processes, as well as the data and systems supporting them. Information is assessed according to its sensitivity, criticality and confidentiality, thereby determining the required level of sovereignty and the security requirements to be observed. - Dimension 2 – Definition of specific sovereignty and security requirements
Each qualification level corresponds to specific sovereignty, security and resilience requirements, which define the technical and operational conditions to be met by the digital infrastructures and cloud services used by the State. - Dimension 3 – Sovereign Digital Infrastructures
Business processes are prioritised according to their respective sovereignty requirements and, in that context, a phased action plan is defined for the adoption of sovereign solutions by the State.
More than building infrastructure, the objective is to create the conditions for the market to operate, ensuring that both the Public Administration’s internal offering and market offerings comply with sovereignty and security requirements.
The Plan also foresees the development of sovereign artificial intelligence capabilities. Measures include the creation of a unified cloud services catalogue, the definition of sectoral adoption plans and the development of framework agreements for cloud computing services.
The PNNS also includes initiatives to strengthen Public Administration capabilities in cloud computing and digital sovereignty, including the training of IT specialists, managers and project leaders, as well as measures to simplify the procurement process for cloud services.
Through this Plan, the Government aims to strengthen the country’s digital strategic autonomy, promoting a safer, more resilient and digitally prepared Public Administration.
