Portugal’s digital potential is vast, and the Government is determined to realise it, driving economic development and sustainability through digital transformation.
Meeting this challenge depends on the approval, publication, and implementation of the Portugal Digital Strategy (Estratégia Digital Nacional, EDN), a priority that delivers on a clear commitment of the XXIV Constitutional Government Programme: to develop an EDN with a solid vision, measurable objectives, clear indicators, defined deadlines, a robust budget, and an effective governance structure, involving stakeholders from the public, private, and civil society sectors.
The Resolution of the Council of Ministers No. 207/2024 of 30 December publishes the EDN. Comprehensive, inclusive, and cross-cutting, with actions directed at individuals, businesses, research centres, business associations, and public administration entities, among other relevant actors, it is a strategy by all and for all, requiring the commitment and active collaboration of every stakeholder.
This resolution also approves the Action Plan for the 2025–2026 biennium, comprising 49 actions across 16 initiatives, with 10 entities responsible for their implementation (and the involvement of other entities).
