Resolution of the Council of Ministers No. 214/2025

The XXV Constitutional Government has made the swift and ambitious implementation of the Portugal Digital Strategy a priority, with the aim of positioning Portugal among the most advanced countries in the European Union in terms of digital transformation by 2030. This vision requires continuity, adaptability and regular adjustments in response to rapid technological change and evolving societal needs.

In this context, the Strategy’s action plans are reviewed annually to ensure alignment with emerging priorities, European commitments, and the needs of people, businesses and the State.

The update of the 2026–2027 Action Plan reinforces national ambition and accelerates progress towards the targets set for 2030, ensuring transparent, monitorable and coherent implementation in line with the strategic objectives of the Portugal Digital Strategy. The Plan strengthens investment in digital skills, supports the digital transformation of businesses, promotes the digitalisation of public services and defines an integrated approach to the development of digital infrastructures, ensuring an inclusive and sustainable digital transition.
