Resolution of the Council of Ministers No. 216/2025 approves the Digital Skills Pact, a priority initiative of the XXV Constitutional Government aimed at strengthening digital skills across the population and contributing to the achievement of the goals set out in the Portugal Digital Strategy.
Despite the progress achieved, data from the DESI 2025 and the OECD highlight the need to significantly accelerate the development of digital skills in Portugal, both among the general population and within the business sector, in order to meet the objectives of the EU Digital Decade by 2030. Currently, only 56% of the population has basic digital skills and 30% has skills above that level, figures that remain below national targets.
The Pact addresses these challenges through a structured and integrated strategy covering basic, intermediate, advanced and emerging digital skills, delivered through partnerships with public and private entities. Its focus is on upskilling workers, promoting the inclusion of more vulnerable groups and reducing disparities in access to digital skills, thereby contributing to productivity, social cohesion and national competitiveness.
The implementation of the Digital Skills Pact is integrated into the revision of the 2026–2027 Action Plan of the Portugal Digital Strategy.
