The Resolution of the Council of Ministers No. 70/2026 approves the National Data Centre Plan (PNCD), which is included in Action #13 of the 2026–2027 Action Plan of the Portugal Digital Strategy.
The PNCD serves as a strategic public policy instrument to create the conditions needed for the sustainable and competitive development of the sector in Portugal. The Plan aims to position the country as a European data centre hub, recognising the strategic role of these infrastructures in the digitalisation of the economy, the attraction of investment, and the strengthening of digital sovereignty.
The PNCD is structured around four pillars of action – Regulation and Governance, Energy and Infrastructure, Demand and Strategic Positioning, and Territory and Ecosystem – and is implemented through 15 initiatives to be carried out in 2026–2027. Its implementation seeks to strengthen regulatory predictability, ensure competitive conditions for deployment, increase Portugal’s international attractiveness, and guarantee sustainable territorial integration.
