Capacity-Building and inclusion are essential for ensuring that all citizens can participate actively in today's digital society. This pillar prioritises education, vocational training and equal access, ensuring that all individuals have the opportunity to develop their potential. It comprises 23 initiatives, including programmes such as the Portugal Digital Academy and Coaching 4.0, which promote technological literacy and the digital transition. It also includes the Social Tariff, which provides access to internet services and reduces economic barriers to connectivity. The goal is to establish a society in which everyone has the skills to thrive in the digital age.
