State Simplification and Technologies Network

Accelerating the State’s technological reform

The State Simplification and Technologies Network is the framework for monitoring the State’s technological reform. Established by Decree-Law No. 85/2026 of 13 April, its mission is to support the simplification, digitalisation and coordination of technological modernisation across Public Administration. The Network aims to strengthen a more coordinated approach to the State’s digital transformation by promoting the development of digital public services and the cross-cutting, unified management of public technological systems, applications and tools.

Coordination, alignment and delivery

The Network is based on a multi-level coordination model, combining strategic direction, institutional alignment and technical support for delivery.

Minister for the Presidency and State Reform

The Network operates under the authority of the member of Government responsible for State reform.

Coordination Committee for the Digital Strategy

The Commission ensures coordination and decision-making on matters critical to the State’s digitalisation, promoting alignment between entities and monitoring implementation.

Technical groups

The technical groups support the Network in specific thematic areas, contributing to the preparation of proposals, the monitoring of implementation and the identification of intervention needs.

From strategy to delivery

The Network monitors the implementation of Public Administration digital transformation measures and promotes a more integrated approach to the State’s technological modernisation.

Delivery

Monitor the implementation of digital public policies.

Simplification and interoperability

Promote process simplification and interoperability between public systems and services.

Architecture and governance

Strengthen the cross-cutting architecture and common governance of Public Administration information systems.

Data and targets

Support the implementation of the national data policy and the definition of delivery targets and objectives.

Strategic projects

Assess projects, investments and measures that are critical to the digitalisation of the State.

Prior authorisation

Certain strategic projects and investments for the digitalisation of the State are subject to prior authorisation. These include, among others, acquisitions of information technology worth more than €2 million, artificial intelligence projects, sovereign cloud projects, strategic data hosting and processing infrastructures, and interoperability measures.
