The European Commission has published an overview of digital public administration in Portugal

These factsheets are a key resource for monitoring the development of digital public services. They compile information on public policies, governance, interoperability, digital infrastructure and the cross-border digital services available to citizens and businesses. 

Measuring Digital Maturity Across Public Administrations 

The Digital Public Administration Factsheets provide comparable data and indicators that help assess the progress of digital government across Europe.
