The inaugural meeting of the Technical Working Groups of the State Simplification and Technology Network, as set out in Decree-Law No. 85/2026 of 13 April, was held on 15 July in the Oscar Soares Barata Auditorium at the Institute of Social and Political Sciences (ISCSP). The meeting brought together representatives from a variety of public sector organisations, officially launching the work of the technical groups responsible for delivering the initiatives outlined in the Network's framework.
The opening session featured opening remarks by the Minister for State Reform, Gonçalo Matias. Manuel Dias, the Government CTO, chaired the meeting alongside the Secretaries of State for Digitalisation and Simplification, Bernardo Correia and Paulo Magro da Luz respectively.
The operating model for the Technical Groups, as set out in Order No. 6176/2026 of 15 May, was introduced at the meeting, along with the initial priorities of each group and the leads responsible for the various initiatives. The next steps for progressing the work programme were also agreed.
During the session, each Technical Group presented its mission and key areas of activity, outlining the priority actions to be delivered over the coming months.
The programme also featured presentations on two artificial intelligence projects: AvalIA, which introduces AI-assisted analysis tools and was developed under COMPETE 2030; and AI-based digital twins for decision support in primary healthcare, which was developed by TwinCare.
This inaugural meeting marks the beginning of the Technical Groups' activities. They will now move into the implementation phase, developing the identified initiatives and strengthening coordination across the participating public administration bodies.
