What is a Sovereign Cloud?

The Digital Decade sets out the following ambitious objectives: 

• By 2030, 75% of European businesses should be using cloud and edge computing technologies. 

• 10,000 highly secure, climate-neutral edge nodes will be deployed across the EU. 

• Europe will also promote a more resilient, interoperable and energy-efficient digital infrastructure. 

This strategy is intended to ensure that Europe has the technological capacity to support public administrations, businesses and citizens.

Cloud and AI Development Act (CADA), an initiative aimed at tripling Europe's data centre capacity over the next five to seven years. 

As well as facilitating the deployment of new, sustainable data centres, the proposal aims to meet the growing demand for cloud and artificial intelligence services, improve energy efficiency, and strengthen Europe's digital sovereignty. 

It also introduces a common EU cloud policy for public administrations, encouraging the adoption of highly secure cloud solutions for critical public sector applications. 

Cloud computing, interoperability and innovation 

Europe's strategy goes further than just building new infrastructure. Key elements of the EU's vision for the future of cloud computing include interoperability between platforms, the free flow of data, cloud service certification, and common public procurement rules. 

The European Data Spaces initiative, the European Cybersecurity Certification Scheme for Cloud Services (EUCS) and measures designed to prevent vendor lock-in are all intended to create a more competitive, secure and transparent cloud ecosystem.
