Portugal has once again secured eighth place in the 2026 European eGovernment Benchmark (EGB), the European Commission’s flagship assessment of the maturity and quality of digital public services available to citizens and businesses in EU member states. The results of the 2026 edition were published in June.
This ranking consolidates Portugal's standing as one of Europe's leading digital governments, surpassing countries such as Germany, Denmark, Spain, Ireland, Italy, and Sweden. Finland tops the ranking with 91.0 points, followed by Estonia (90.6) and Malta (90.4).
Portugal performs above the EU average in six out of nine life events
The eGovernment Benchmark assesses digital public services in relation to nine life events: Business, Health, Moving, Justice, Transport, Starting a Business, Career, Family and Education.
Portugal scored above the EU average in six of these. The areas in which its performance fell below the European average were business, moving and justice.
Portugal’s strongest result was in the Family category, with 93.9 points — the highest score achieved by any country in this category. It outperformed Finland (90.7 points) and Malta (90.1 points), the top two countries in the overall ranking.
Portugal also delivered a strong performance in the 'Starting a Business' category, scoring 88.4 points and surpassing the Netherlands (86.8) and Spain (80.2). In the Transport category, Portugal recorded 83.9 points, surpassing Denmark (82.0) and Estonia (76.1).
Consistent performance among Europe’s digital leaders
The 2026 eGovernment Benchmark confirms Portugal’s position as one of Europe's most advanced countries in terms of delivering digital public services. The country’s public sector digital transformation continues to progress, with services becoming increasingly accessible, efficient and centred on the needs of citizens and businesses, as reflected by its retention of 8th place.
