Portugal achieved an overall score of 0.90 in the World Bank’s GovTech Maturity Index (GTMI) 2025, improving its performance compared to the previous edition (0.83 points in 2022) and consolidating its classification within the group of countries with the highest level of digital maturity (Group A). ARTE coordinated the national response to the 2025 edition of the index, working closely with sectoral entities to complete the core questionnaire.
The GovTech Maturity Index (GTMI) is a World Bank benchmark, published in 2020, 2022 and 2025, which aims to assess the development of digital government across 198 countries. It is based on 48 indicators and structured around four main dimensions: Core Government Systems Index; Public Service Delivery Index; Digital Citizen Engagement Index; and GovTech Enablers Index.
Across the four dimensions assessed, Portugal’s performance is particularly strong in public service delivery, followed by GovTech enablers (GTEI) and core government systems.
