The National Artificial Intelligence Agenda (ANIA), approved by Resolution of the Council of Ministers No. 2/2026, was published together with its governance model and the Action Plan for the period 2026–2030.

ANIA is the main operational instrument of the national ambition in Artificial Intelligence (AI), framed within Action No. 20 of the 2026–2027 Action Plan of the Portugal Digital Strategy, and aims to position Portugal at the forefront of AI in Europe, in an ethical and responsible manner, with a positive impact on society and the economy.

The agenda is structured around four areas of action that will guide the implementation of public and private policies in this strategic field:

  • Infrastructure and Data – strengthening computing capacity and building a robust data economy;
  • Innovation and Adoption – protecting and accelerating fundamental AI research and supporting adoption by companies and the public sector;
  • Talent and Skills – training, attracting and retaining professionals with AI-related skills;
  • Responsibility and Ethics – ensuring that the development and use of AI respect ethical principles, fundamental rights and promote safe innovation.

In total, the agenda includes 32 structured initiatives involving the entire ecosystem, including universities, research centres, companies (including startups) and Public Administration.

The agenda enters into force immediately upon publication, marking the start of its coordinated implementation in 2026, with visible impact on administrative modernisation, business competitiveness and citizens’ quality of life.
