Common model and efficient data management in the Public Administration

The European Data Strategy aims to create a single European data market. This would enable data to be shared securely, driving innovation and improving the efficiency of public services and the economy while safeguarding citizens’ rights and strengthening Europe’s digital sovereignty. At a national level, Portugal's Digital Strategy (2026/2027 Action Plan) puts this European vision into practice by positioning data as a strategic asset for the technological reform of the state, as well as a driver of innovation and competitiveness. Key initiatives in this context include developing a National Data Policy, improving interoperability between systems and creating platforms that support smarter, data-driven state management.

Initiatives

Adopting a robust data management culture across the public administration sector ensures that information is used strategically and that the needs of society and the economy are met more effectively. To this end, the Portugal Digital Strategy 2026/27 Action Plan includes three distinct actions to be implemented in coordination with the Digital Strategy Coordination Committee and the technical groups, including the Data and Interoperability Technical Group, which was set up as part of the State Simplification and Technologies Network.

Responsibilities

Technical Group on Data and Interoperability

The Technical Group on Data and Interoperability was established as part of the State’s Technological Simplification Network under the Digital Strategy Coordination Committee. The group is responsible for the following:

Coordinate and monitor the implementation of Actions 7 to 9 of the Portugal Digital Strategy Action Plan

This includes identifying technical bottlenecks to be reported to the Coordination Committee for the Digital Strategy and proposing solutions to the risks and challenges identified, as well as any initiatives that may be approved through dedicated legislation for implementation purposes.

Promote coordination and monitor sectoral initiatives that contribute to Actions 7 to 9 of the Portugal Digital Strategy Action Plan

By updating and monitoring sectoral action plans and integrating initiatives into entities' annual plans, performance frameworks and accountability measures.

Produce and submit progress reports on the implementation of Actions 7 to 9 of the EDN Action Plan

Share data, indicators and results with the Digital Strategy Coordination Committee every six months, or whenever requested.

Propose annual and multi-annual targets and objectives to be reported to the Digital Strategy Coordination Committee

This should include implementation indicators and success metrics, as well as any necessary changes to the Portugal Digital Strategy Action Plan within Actions 7 to 9.

Support the Coordination Committee for the Digital Strategy in fully implementing interoperability across state systems

This involves promoting the adoption of common interoperability platforms, preparing guidance on technical, semantic and organisational interoperability, and ensuring that data and documents are made available to citizens and businesses in an interoperable, secure and efficient manner.

Contribute to defining and implementing the National Data Policy.

Propose any other measures needed to improve the quality of data available within the public administration.

The National Digital Strategy also includes the Digital and Intelligent Nation initiative, which provides for the implementation of platforms to improve urban management and the sharing of territorial data.
