A Historic Milestone Reinforcing the Impact of Digital Skills Development in Portugal
The Portugal Digital Academy, an initiative of the Agency for Technological Reform of the State (Agência para a Reforma Tecnológica do Estado, ARTE), has surpassed one million digital skills assessments completed.
This milestone reflects our continued commitment to promoting digital literacy in Portugal and demonstrates the growing engagement of the active population with tools that support the assessment and development of essential skills for the labour market.
The distribution of diagnostics by competence area highlights users’ main needs and interests. Of the total diagnostics completed, 29.3% assessed skills in Information and Data Literacy (Search and Navigation), 23.3% focused on Content Creation and Management, 19% on Communication and Sharing, 14.7% on Problem Solving, and 13.7% on Safety and Privacy.
Among registered users, the majority are female, representing 59% of the total. In terms of age groups, 2% are up to 17 years old, 17% are between 18 and 29, 67% are between 30 and 54, and 14% are over 55, reflecting strong participation from the working-age population.
One Million Steps Towards Digital Transformation
Since its launch, the Portugal Digital Academy has offered free diagnostics that allow users to identify their training needs across different digital areas. In just 25 minutes, anyone can complete the five available diagnostics and receive personalised training recommendations.
Each completed diagnostic represents a concrete step in preparing people in Portugal for the challenges of today’s labour market – and today we celebrate one million of those steps.
Impact Amplified Through Partnerships
The success of this initiative has been strengthened by a wide network of collaborations with business associations, local authorities, companies and other organisations that recognise the value of digital skills development and help promote the platform within their communities.
“Reaching one million diagnostics proves that there is a real demand for accessible tools to identify needs and develop digital skills. This milestone motivates us to continue working so that more people in Portugal can benefit from this initiative,” says ARTE.
The Journey Continues
According to Eurostat data, around 59.15% of the Portuguese population has basic digital skills. The national target for 2030 is to reach 80% of the population with at least basic digital skills. This is one of the flagship projects contributing to that goal, by increasing the number of digitally skilled workers and strengthening the competitiveness and resilience of the Portuguese economy.
The Portugal Digital Academy remains committed to providing free, certified and high-quality learning resources. In addition to diagnostics, the platform offers a wide catalogue of online courses that allow each user to progress at their own pace.
Accessibility and inclusion are also core pillars of this initiative. Courses are currently available in Portuguese Sign Language, ensuring full access for the Deaf community. To further extend the platform’s reach, courses are currently being translated into English and British Sign Language, reinforcing both inclusion and internationalisation.
