The COVID-19 pandemic has highlighted the importance of digital assets for our economy.

Undoubtedly, the digital sector will play a key role in economic recovery, with connectivity, data, digital skills, and the digitalisation of businesses and public administration proving essential for a robust recovery.

Portugal has adopted a wide range of specific digital measures, and the digitalisation of public administration has also accelerated, particularly through the ePortugal portal and the introduction of new services such as online birth registration.

Nonetheless, further efforts are needed to expand the range of digital public services and make them increasingly efficient, inclusive, secure, and intuitive, enabling citizens and businesses to interact with the State easily whenever required, without unnecessary travel or costs.

This document provides a brief analysis of the most relevant international benchmarks in the context of digital government and, based on Portugal’s classification and international best practices, offers a set of recommendations to be adopted by the Public Administration at all levels to advance towards excellence in digital government.
