The ICT Strategy 2020 – Strategy for the Digital Transformation of Public Administration (the Strategy) – had as its main objective the promotion of “Better public services for citizens and businesses” through the digital transformation of Public Administration. In force between 2017 and 2020, the Strategy enabled public administration bodies to digitally transform their business processes and support structures, thereby increasing efficiency, improving citizens’ quality of life and enhancing business competitiveness.
Three key areas were identified as crucial for advancing the digital transformation of Public Administration. Dedicated working groups were established for each, leading to actions based on the collected recommendations, which became structuring milestones:
- Public Administration Digital Competence Centre – creation of a unit to support different government areas in their digital transformation process by internalising emerging skills, developing cross-cutting projects, and improving the procurement of external ICT services.
- Document interoperability in Public Administration – development of specifications and pilots for fully digital document exchange between public administration systems, ensuring their characterisation and classification through a Canonical Data Model that allows contextual recognition and automated processing by the recipient.
- Cloud computing – development of a strategic proposal for the sustainable, coordinated and secure adoption of cloud services by the public sector, recognising its role in accelerating the development of more efficient, rational and secure digital public services.
Between 2017 and 2021, around €300 million were invested across various government areas, both in creating stronger foundations and in improving services provided directly to citizens. These efforts generated estimated benefits of approximately €721 million.
In addition, more than 400 projects remain under implementation, which are expected to bring further benefits upon completion.
