The European Commission has presented a package of initiatives aimed at strengthening Europe’s technological sovereignty and promoting the European Union’s strategic autonomy and digital resilience in areas considered critical to competitiveness and innovation.
The package includes measures focused on strengthening European capabilities in digital infrastructure, artificial intelligence, and open-source software ecosystems. The aim is to reduce external dependencies and create the conditions for greater technological autonomy.
The package includes two legislative proposals: the Chips Act 2.0 and the Cloud and AI Development Act (CADA). It also includes an Open Source Strategy and a Strategic Roadmap for Digitalisation and Artificial Intelligence in the energy sector.
The proposed Cloud and AI Development Act (CADA) aims to bolster Europe's capabilities in cloud infrastructure and computing resources required for developing, training, and deploying artificial intelligence systems. The European Chips Act is another key initiative for strengthening the European Union’s industrial and technological capacity in semiconductors, which are essential for advanced computing and Europe’s AI ecosystem.
The Commission has also presented a European strategy for open-source software, recognising its importance for interoperability, technological reuse, transparency, and strengthening European digital ecosystems, including in the public sector.
The Strategic Roadmap for Digitalisation and Artificial Intelligence in the energy sector sets out guidelines to accelerate Europe’s energy sector's digital transformation, promoting the adoption of digital technologies and artificial intelligence to strengthen energy systems' efficiency, resilience and sustainability. The initiative also aims to enable greater data integration, optimise energy infrastructure, and support the development of innovative solutions to address the challenges of the energy transition and enhance European competitiveness.
These initiatives form part of the European package for technological sovereignty, which sets out a broader vision to strengthen the European Union’s competitiveness, economic security, and innovation capacity.
