The Government has approved the 2026-2027 Action Plan of the Portugal Digital Strategy through the Resolution of the Council of Ministers No. 214/2025, published in the Official Gazette. The plan sets out the priorities and measures to accelerate Portugal’s digital transformation, in line with the objectives of the European Digital Decade 2030.
The Action Plan consolidates progress in digital skills, the digitalization of public services, and administrative modernization, with a direct impact on the lives of citizens, businesses, and the Public Administration.
Also published this week, the Digital Skills Pact is integrated into the 2026-2027 Action Plan as a strategic instrument to strengthen and generalize digital skills among the population, businesses, and Public Administration by 2030. Structured around three axes – basic, intermediate, and advanced digital skills, and emerging technological skills – the Pact mobilizes public, private, and social sector entities, promoting a collaborative approach to digital qualification and inclusion.
The year 2025 ended with substantial progress in the country’s digital transformation. Citizens, businesses, and Public Administration benefited from new training opportunities, more digital public services, and strengthened technological infrastructure. Portugal was recognized by the European Commission as one of the leaders in digital transition, rising to 8th place in the 2025 European e-Government Benchmark, standing out for the availability of digital public services and system interoperability. The 2025 Digital Decade Report highlighted progress in connectivity and the digitalization of essential services, marking a motivating milestone that inspires confidence and determination for the upcoming biennium, with the 2026-2027 Action Plan charting the course toward a more digital, innovative, and inclusive Portugal.
The implementation and monitoring of the Plan will be ensured through continuous oversight mechanisms, guaranteeing transparency and up-to-date information on digital.gov.pt.
