A sovereign and efficient digital infrastructure

The PNNS implements, in the national context, a strategy that prioritises the use of cloud computing solutions for the State’s digital infrastructures, promoting a coordinated transition to platforms that are more secure, resilient and scalable. This approach will increase the efficiency of the public sector, accelerate innovation, and create better conditions for the development of simpler, more integrated and citizen- and business‑centred digital public services. At the same time, the PNNS establishes a framework that ensures appropriate levels of digital sovereignty, security and resilience, guaranteeing control over the data, systems and critical infrastructures of Public Administration. This plan positions Portugal at the forefront of European digital sovereignty, in line with the priorities of the Portuguese Government, and strengthens the State’s capacity to protect its strategic information, ensure the continuity of public services, and maintain a digital infrastructure suited to the challenges of technological transformation. At the same time, it contributes to the development of a more dynamic, innovative and competitive digital economy.

Vision

To establish a modern, secure and resilient digital infrastructure that serves as the technological foundation for State reform, strengthening the country’s capacity to protect critical data and systems, ensure the continuity of public services, and accelerate the digital transformation of Public Administration.

National Plan for Sovereign Cloud

Dimensions

The National Plan for Sovereign Cloud is implemented through a structured methodology, based on 3 dimensions:

I. Qualification of Business Processes

The classification of Public Administration business processes, as well as the data and systems that support them. Information is assessed in terms of its sensitivity, criticality and confidentiality, thereby determining the required level of sovereignty and the security requirements to be observed.

II. Sovereignty and Security Requirements

Each qualification level corresponds to specific requirements for sovereignty, security and resilience, which define the technical and operational conditions to be met by digital infrastructures and the cloud services used by the State.

III. Sovereign Digital Infrastructures

Business processes are prioritised according to their respective sovereignty requirements and, on that basis, a phased action plan is defined for the adoption of sovereign solutions by the State.
