The European Commission is gathering input from citizens and organizations on the technical specifications of the physical cards, which will ensure cross-border recognition of disability status across the EU by 2028.

The European Commission is collecting contributions regarding the technical specifications of future European Disability and Parking Cards, which are planned to be implemented by 2028. The public consultation is open until April 30 at midnight (Brussels time) via the "Have Your Say" portal. 

The proposal at issue defines the digital features integrated into the physical versions of the cards. Notably, it includes a QR code on the back accompanied by electronic anti-fraud mechanisms. These elements aim to guarantee the documents' authenticity and enable real-time verification of their validity, including possible revocations. 

The central objective is to ensure interoperability between the 27 Member States' systems, enabling the automatic recognition of disability status throughout the European Union. 

 

The cards will grant cardholders the following rights: 

  • Reduced fares or free entry to museums, cultural events, and leisurevenues;
  • Priority access on publictransportation;
  • Personalassistanceand mobility support; 
  • Use of reserved parking spaces in any Member State.

These cards were created based on Directive (EU) 2024/2841, which has been in force since December 2024 and establishes the cross-border recognition of disability status. Member states have a three-and-a-half-year transposition period, indicating implementation in 2028. 

Meanwhile, the Commission is drafting an implementing act to define digital versions of the cards, which are planned to be integrated into the future European Digital Identity Wallet (EUDI Wallet). This model will enable citizens to verify their status using their mobile phones while sharing only the necessary data and protecting sensitive medical information. 

 

Portugal and Digital Accessibility 

At the national level, Portugal has been a leader in digital accessibility, having adopted rules for online public content and services ahead of schedule. Through Decree-Law No. 83/2018, Portugal transposed Directive (EU) 2016/2102, consolidating these responsibilities within the body responsible for promoting digital accessibility. This body manages the accessibilidade.gov.pt portal, which serves as a benchmark for best practices.
