On 1 July, Portugal took another step forward in its digital transformation strategy by launching IA.gov.pt, the artificial intelligence portal for the Portuguese public administration.
The new platform was presented at the public launch event for AMALIA, Portugal's first major language model. The event took place at the Technical University of Lisbon's Innovation Centre and was organised by the Ministries of State Reform and of Education, Science and Innovation.
A gateway to artificial intelligence in the state
Created to serve as a single access point for national AI solutions developed or adopted within the public administration, IA.gov.pt promotes responsible, transparent and people-centred use.
The new platform is more than just an information portal; it brings together tools and projects that are already serving citizens, businesses and public bodies in areas such as education, culture, science, tourism, the media and history.
The solutions that are already available include:
- pt virtual assistant: an artificial intelligence chatbot that is available 24/7 to answer citizens' and businesses' questions.
- Culture and Heritage: A platform for exploring Portuguese museums and monuments featuring around 42,000 cultural objects and 65 virtual tours;
- Education: An educational platform aligned with the national curriculum, offering tools for teachers, a personalised tutor and a student portal.
- Solutions for Public Administration: Specialised artificial intelligence applications for different sectors, integrating data to support monitoring, analysis and decision-making in public services.
In this initial phase, the portal showcases live use cases and solutions from various sectors, and is intended to expand as new AI projects are developed and adopted by the state.
AMALIA: artificial intelligence developed in Portugal for European Portuguese.
At the heart of this launch is Amália — the Automatic Multimodal Language Assistant with Artificial Intelligence — the first artificial intelligence model to be fully developed in Portugal. It was created specifically for European Portuguese, Portuguese culture, and public-interest needs.
More than 60 researchers specialising in artificial intelligence, computational linguistics and computer engineering were involved in developing the model. The project consortium brings together NOVA University Lisbon, Instituto Superior Técnico, and the universities of Coimbra, Porto, and Minho, coordinated by the Foundation for Science and Technology.
One of AMALIA’s key features is its openness. The model has been released as open source and can be downloaded by citizens, businesses, public entities, educational institutions and organisations — including for commercial use — through IA.gov.pt.
Digital sovereignty and responsible artificial intelligence
The launch of IA.gov.pt and AMALIA reinforces Portugal’s commitment to a digital transformation based on innovation, technological sovereignty, and the ethical use of AI.
During the presentation, the importance of the project for strategic autonomy in Portugal and Europe was emphasised, showcasing Portugal's capacity to develop cutting-edge technology tailored to the Portuguese language, public administration, and citizen needs.

This initiative is part of a wider national and European ecosystem of policies for responsible, safe and people-centred AI. These include the National AI Agenda, Responsible AI Guide (GuIA) — a good-practice framework for adopting AI in public administration based on the principles of accountability, transparency, explainability, fairness and ethics — and the European AI Regulation, also known as the AI Act.
A continuously developing portal
The launch of IA.gov.pt marks the beginning of a new phase. Amalie is expected to be progressively integrated into the digital channels of the public administration, including the Gov.pt mobile app. This will be accompanied by the continued development of the model and the sovereign infrastructure supporting it until 2027.
This initiative strengthens Portugal's ability to develop and utilise artificial intelligence for the public good, making technology more accessible to individuals, businesses, and state services.
