Portugal moves ahead in the Digital Decade

The European Commission has published its annual State of the Digital Decade 2026 report, in which Portugal is given a positive overall assessment for its progress towards the 2030 objectives and targets. 

 

The report highlights the country's strengths in digital transformation, particularly with regard to connectivity infrastructure, digital public services, and the development of sovereign digital capabilities. The European Commission also acknowledges the country’s ambitious approach, noting that Portugal has set 12 national targets out of a possible 14, 92% of which are in line with the EU’s 2030 targets. 

 

Portugal is also on track with the implementation of its national roadmap, with all eight trajectory points defined for 2025 considered to be on schedule. Furthermore, the country has addressed 89% of the recommendations issued by the European Commission in 2025, either by implementing significant policy changes or by introducing new measures. 

 

Connectivity is one of Portugal’s strongest performance areas. In 2025, fixed very high-capacity network coverage reached 97.1%, which is above the EU average of 85.5%. Fibre-to-the-premises coverage stood at 95.5%, which is also well above the EU average of 74.1%. Basic 5G coverage reached 99.1%, exceeding the EU average of 96.8%. 

 

Another national strength is digital public services. Portugal scored 86.4 points for digital public services for citizens and 90.0 points for digital public services for businesses, both of which are above the EU averages of 84.6 and 88.6 respectively. Access to electronic health records was also a strong point, with a score of 92.2, compared with an EU average of 86.5. 

 

The report also highlights progress in the digitalisation of businesses, particularly with regard to the adoption of data analytics, an area in which Portugal achieved a score of 45.0%, surpassing the EU average of 39.9%.  

 

Portugal continues to make progress in digital skills. The proportion of the population with basic digital skills increased to 59.2%, while ICT specialists accounted for 5.4% of jobs, which is higher than the EU average of 5.0%.

The European Commission has also highlighted Portugal’s recently presented 2026–27 Portugal Digital Strategy Action Plan. This plan sets out concrete measures in areas such as data governance, digital public services, artificial intelligence, cybersecurity, and strengthening digital infrastructure. The plan also aims to reinforce the development of sovereign digital capabilities, including cloud infrastructure, data centres, and trusted data ecosystems, in order to strengthen Portugal’s competitiveness, resilience, and technological sovereignty. 

 

Portugal is making positive progress in the Digital Decade, achieving particularly strong results in digital public services, connectivity, digital health, and its ambition to meet the EU’s 2030 targets.
