Portugal has been recognised as one of the world’s leaders in digital government, achieving 3rd place in the OECD Digital Government Index (DGI) 2025 with a score of 86% among 42 countries assessed – the highest ranking in Europe. Portugal, represented by ARTE in this index, placed 10th in 2019 and 11th in 2023.

The DGI assesses the policy foundations and institutional capacity that enable governments to deliver a coherent, aligned digital transformation – in Portugal’s case, in line with the Portugal Digital Strategy and its objectives to 2030. In the main dimensions assessed, Portugal ranks 1st in “Government as a Platform”, rising 21 places compared to 2023. This result is linked to increased investment in the GOV.PT and iAP platforms, which support greater interoperability and a more integrated digital ecosystem. In “User-Driven”, Portugal climbs to 2nd place (from 5th in 2023), reflecting strengthened accessibility, usability and user experience practices, notably through Decree-Law No. 49/2024, which sets rules for digital services in Public Administration and makes Mosaico mandatory. In “Digital by Design”, Portugal moves up to 3rd place (from 8th), reinforcing strategic alignment and governance. In “Proactiveness”, it reaches 4th place (up 10 positions), reflecting greater maturity in anticipating needs and in the responsible adoption of emerging technologies, supported by the Portugal Digital Strategy, including a common data model and the proposed National AI Agenda.

The report also includes the OURdata Index (Open, Useful and Reusable Data), where Portugal reaches 15th place in 2025 (up from 22nd in 2023), recording one of the most significant score increases. This improvement is associated with the development and implementation of open public data policies, including reuse and impact assessment.
