Accessibility seals and auditor certification: how the Portuguese model works

The digital accessibility of public services in Portugal is certified through the Usability and Accessibility Seal, developed by ARTE and the National Institute for Rehabilitation. The model is based on three levels of certification.

The digital accessibility of public services in Portugal is governed by Decree-Law No 83/2018, which sets out requirements for the websites and mobile applications of public bodies. The Digital Usability and Accessibility Seal, developed by the Agency for Technological Reform of the State, I.P. (ARTE) and the National Institute for Rehabilitation, I.P. (INR), recognises the application of good accessibility and usability practices in digital channels.

The model is organised into three levels (Bronze, Silver, and Gold) and supports public bodies in strengthening the quality, inclusivity, and ease of use of digital services. In addition, there are specialist professional profiles that contribute to supporting, assessing, and consolidating this process.

Since 28 June 2025, the regime associated with the European Accessibility Act has also come into effect for certain products and services made available to consumers, broadening the scope of digital accessibility to new contexts, including economic operators in the private sector.

The certification model: three levels

The Seal exists for both websites and mobile applications. In both cases, the starting point is the publication of an Accessibility Statement, as provided for in Decree-Law No 83/2018. To submit an application, the body indicates where the Statement has been published and which level of Seal is being sought.

Bronze level: Corresponds to the first tier of the Seal. It includes verification of the accessibility and usability requirements defined for this level, using automated assessment and manual verification of applicable requirements.

Silver level: Corresponds to the intermediate tier. It presupposes compliance with the Bronze level requirements and adds requirements associated with the user experience in digital services with greater interaction.

Gold level: Corresponds to the most demanding tier. In addition to the requirements of the previous levels, it includes usability testing with users, reinforcing the practical validation of the user experience.

How to obtain the Seal: step by step

  1. Assess the website or mobile application against the applicable requirements and the checklists available at selo.usabilidade.gov.pt.

  2. Gather and attach the evidence demonstrating compliance with the requirements of the sought level.

  3. Publish the Accessibility Statement, in accordance with Decree-Law No 83/2018.
  4. Submit the application to ARTE through the application form, indicating the address of the Statement and the level of Seal being sought.

  5. Await the technical assessment and the corresponding response by email.

The Seal is valid for one year, and renewal must be requested in good time by the responsible body.
