Action Plan for the Digital Transition

Objective

The Action Plan for the Digital Transition (Plano de Ação para a Transição Digital, PATD) is the driving force behind Portugal's transformation. Its purpose is to accelerate the country's digitalisation, and it was approved by Resolution of the Council of Ministers No. 30/2020. The plan reflects the Government’s strategy for a more incluse and competitive society, focusing on three primary pillars and a catalytical dimension. The PATD prioritises the digital empowerment of citizens, the digital transformation of businesses, and the digitalisation of the State. The Portugal Digital Mission Structure, established by Resolution of the Council of Ministers No. 31/2020, was terminated in December 2023, with AMA assuming responsibility for implementing digital transformation policies.

Core Pillars of the Plan

Portugal's digital transition is structured around four core pillars, each with specific objectives to empower people, transform businesses, modernise the State, and catalyse the country's digitalisation process.

01. Digital Skills and Inclusion of People

Promote the upskilling of Portuguese citizens through access to digital education and vocational training, by ensuring digital inclusion and equal opportunities for essential skills for the future.

02. Digital Transformation of Businesses

Support the digitalisation of companies, especially SMEs, by fostering entrepreneurship, knowledge transfer, and competitiveness in the global market.

03. State Digitalisation

Modernise Public Administration by simplifying processes and services to ensure accessibility and efficiency for both citizens and businesses.

04. Catalysts of Portugal's Digital Transition

Establish basic conditions for digitalisation, including regulation, infrastructure, disruptive technologies, and alignment with the European digital strategy.

Positioning Portugal as an international benchmark, aligned with the best examples, practices and global standards.

Pragmatism

Leveraging existing digital programmes and strategies in Portugal, in both the public and private sectors.

Engagement

Encouraging the involvement of public and private stakeholders in execution, monitoring, and dissemination of results.

Communication

Promoting the strategy in Portugal and internationally, using a multichannel approach based on the 'Portugal Digital' brand.

Monitoring and Accountability

Implementing a transparent model to track responsibilities, measure results and impacts, and ensure accountability.

Replication, Reuse and Sustainability

Learning from successes and failures to avoid redundant efforts and promote the reuse of solutions.
