Digital Decade
The political programme for the Digital Decade 2030 establishes an annual cycle of cooperation to achieve the common objectives and targets for Europe's digital transformation. This governance framework is based on an annual cooperation mechanism involving the European Commission and the Member States (MSs). By establishing shared goals, as well as a strategic framework for collaboration between the European Union (EU) MSs and the Commission, the Digital Decade Programme aims to address both the opportunities and challenges of digital transformation.
Vision
To maximise the benefits of online services, the programme plans to significantly increase the digitalisation of public services, such as healthcare and e-government. To ensure that all European citizens are included in this transformation, the it sets ambitious targets for basic digital skills and connectivity. In order to address cybersecurity risks, the Digital Decade Programme prioritises making critical infrastructures more secure through enhanced EU collaboration. By leveraging digital technologies and mitigating associated risks, the programme will guide the EU's digital transformation over the next decade.

Objectives
In addition to the targets, the programme sets out several objectives to ensure that the digital transformation respects EU values and benefits all EU citizens.
Monitoring System
The Digital Decade 2030 programme has established a framework to oversee progress towards the 2030 goals and targets at both the national and EU levels. In this context, the Commission and Member States collaborate to evaluate progress and implement adjustments to keep the EU on track in fulfilling its objectives.
