Portugal achieved a score of 94.6% in the 2025 Open Data Maturity Report of the European Union (EU), entering for the first time the group of “Trendsetters”, the highest level of open data maturity. The country thus rises to 8th place in the EU, after ranking 14th in 2024.
The European open data report highlights Portugal’s outstanding performance in the Impact dimension, where it scored 100%, as well as the robustness of national policies, the quality of metadata, and the progress made on the national open data portal.
These improvements are driven by key initiatives such as the Portugal Digital Strategy, strengthened data governance, and innovative projects for data assessment and reuse. With this result, Portugal now joins the leading European group in open data, reinforcing its commitment to transparency, innovation, and the value of public data.
