Artificial Intelligence in Digital Transformation

The European Commission has set out an ambitious vision: to lead globally in the development and use of trustworthy, responsible, and human-centred Artificial Intelligence (AI). With the European AI Strategy, complemented by the Coordinated Plan with Member States and the newly adopted European AI Regulation (AI Act), the European Union is building the foundations for an ecosystem of excellence and trust that positions Europe as a global reference in the responsible application of this technology. This vision focuses on strengthening research capacity, increasing the adoption of AI across all sectors of the economy and public administration, and creating regulatory conditions that safeguard fundamental rights while fostering innovation.

In Portugal, Agency for Technological Reform of the State (Agência para a Reforma Tecnológica do Estado – ARTE) plays a central role in implementing this European vision. As the entity responsible for coordinating digital transformation, ARTE promotes the strategic integration of AI, ensuring that technology is used to simplify processes, improve the experience of citizens and businesses, and support more informed and transparent decision-making.

With a focus on interoperability and trust in automated systems, ARTE acts as a bridge between European ambition and national implementation, helping to build a smarter, more efficient country oriented towards the digital future, in continuous collaboration with public sector entities, private organisations, and academia.
