Portugal embraces the European vision of accelerating digitalisation based on advanced technologies such as Artificial Intelligence (AI), High-Performance Computing (HPC), and Data Science, promoting their adoption across both public and private sectors.
The AI4PA Portugal European Digital Innovation Hub (EDIH) supports the digital transition of Public Administration through AI, Data Science, and other innovative technologies, enhancing public policy effectiveness and improving the quality of public services.
This initiative constitutes a collaborative network of digital competence centres, aimed at promoting the dissemination and adoption of advanced digital technologies by companies – particularly SMEs – and by Public Administration at local, regional, and national levels, through the development, testing, and experimentation of these technologies.
The network is composed of 19 partners, coordinated by ARTE.
The National Advanced Computing Centre (Centro Nacional de Computação Avançada – CNCA, former INCD), promoted by FCT/FCCN, structures and manages advanced computing resources in Portugal, including HPC, HTC, cloud, and virtual laboratories (HPCvLAB, AIvLAB, QUANTUMvLAB). Serving research, innovation, and industry institutions, CNCA organises project calls, training programmes, and national meetings, and operates infrastructures such as the Deucalion supercomputer, strengthening the scientific and technological ecosystem.
Portugal is part of one of the first EuroHPC AI Factories, operating an “AI Factory” associated with the MareNostrum 5 supercomputer (Barcelona). This experimental platform, supported by FCT, provides SMEs and national researchers with direct access to HPC resources optimised for AI, specialised technical training, and advanced model prototyping services, fostering collaborative innovation across Europe.
