Monitoring

The Digital Decade 2030 programme has established a framework to oversee progress towards the 2030 goals and targets at both national and EU levels. In this context, the Commission and Member States collaborate to evaluate progress and implement adjustments to keep the EU on track to fulfil its objectives.

The cooperation mechanism consists of a structured, transparent and shared monitoring system based on the following elements:

  • The Digital Economy and Society Index (DESI), designed to measure progress towards each of the 2030 targets with the Commission publishing an annual report assessing progress and recommending action where needed.
  • The trajectories at EU level outline the expected path of each indicator towards its 2030 target, serving as a basis for monitoring progress and assessing whether efforts are sufficient to reach the target values.
  • Every year since 2023, the European Commission has published the Digital Decade status report, in which it measures and evaluates progress towards the Digital Decade goals and targets and compares the observed values for the metrics set for each target with the projected values along the Digital Decade trajectories. Where necessary, recommendations are also made for new actions and efforts.
    • The first Digital Decade status report was published in 2023, emphasising the need to accelerate and expand collective efforts through policy measures and investments in digital technologies, skills and infrastructure.
    • The second Digital Decade status report was published in 2024, encouraging Member States to redouble their efforts to achieve the objectives and targets, while also identifying disparities between Member States.
  • Each Member State has defined its own National Roadmap to achieve the EU's common trajectories and targets. Every two years, Member States update their national roadmaps, reviewing and adjusting the planned actions, measures and investments, taking into account the Commission's recommendations.

The Digital Decade Programme is the first ever digital strategy jointly agreed between the European Commission, the Parliament and Council. It is a strategic initiative that sets out a vision for Europe's digital transformation by 2030. The Commission is due to review the targets by 2026, taking stock of technological, economic and social developments in the European Union.
