Lisbon Declaration

The Lisbon Declaration was signed by the ministers of the D9+ group on 17 October 2025, reaffirming the commitment of Member States to a digital, innovative, and sustainable Europe. Drafted within the framework of the ministerial meeting organised by the Portuguese Government, the declaration outlines a shared vision to strengthen European digital competitiveness and promote a people-centred digital transformation grounded in innovation and trust.

The document highlights the importance of coordinated public policies, strategic investment in emerging technologies, digital upskilling of citizens, and the modernisation of public administrations as key pillars for a more resilient, inclusive, and technologically sovereign Europe.
