Governance

The Council for Digital in Public Administration

The Council for Digital in Public Administration (CDAP) was established by Resolution of the Council of Ministers No. 94/2024 of July 25. This project group aims to foster coordination and decision-making across all government areas, ensuring a unified vision for the technological development and administrative simplification of public services in Portugal. Such alignment enables the coordinated implementation of the Portugal Digital Strategy.

Objectives

In line with the Public Administration Reform presented by the XXIV Constitutional Government and aligned with the Digital Transition goals of the Recovery and Resilience Plan, the CDAP persues the following objectives:

  • Promote the study of Digital Transformation in Public Administration, including the analysis of information systems and organisational structures;
  • Contribute to the Portugal Digital Strategy and its Action Plan by sharing strategic objectives and sector-specific needs for digital transformation and modernisation;
  • Develop the Portugal Digital Strategy and its Action Plan for the dimension focusing on the digitalisation of public services and the digital transformation of the State, through the clear definition of actions, responsible parties and stakeholders, an implementation plan, performance indicators, and expected impacts;
  • Ensure the updating of:
    • The Portugal Digital Strategy, for the dimension “Digitalisation of Public Services and the Digital Transformation of the State”;
    • The corresponding Action Plan, for the dimension “Digitalisation of Public Services and the Digital Transformation of the State”;
  • Ensure the implementation of measures related to digital transition and modernisation under its responsibility, including the Portugal Digital Strategy. Additionally, it is crucial to oversee and monitor measures that fall under the purview of other entities;
  • Propose new measures and initiatives that are aimed at the digital transition, as well as the modernisation and administrative simplification of the Public Administration;
  • Ensure the necessary coordination across all government areas to integrate sector-specific action plans, with the aim of enhancing the efficiency, consistency, coordination and simplification of services provided by the Public Administration;
  • Propose annual targets and objectives for the implementation of the Government's initiatives and measures for the Digital sector, in alignment with the draft State Budget Law, as well as medium and long-term multi-annual targets.

Governance

Composition

The Council for Digital Technology in Public Administration reports to the Government official responsible for modernisation, or their chosen representative. It comprises three new governance structures for the Digital sector in Portugal, focusing on strategic, operational, and advisory functions.
