Strategic Committee

Board

The Board of the Strategic Committee consists of:

  • The Government member responsible for modernisation, or their chosen representative, who chairs the Comittee;
  • A representative from the Agency for Administrative Modernisation (AMA);
  • A representative from the Shared Services Entity of Public Administration (eSPap);
  • A representative from the National Security Office (GNS).

Ministerial Representatives

The Strategic Committee consists of the members of the Strategic Committee Board and a representative from each area of government holding a senior management position or serrving as public manager in an entity with responsibility for digital transition and modernisation. These representatives are appointed by the relevant authority and are hereinafter referred to as the Ministerial Representatives. Each Ministerial Representative represents one or more areas of the Government in accordance with the respective organisational structure.

Responsibilities

Assuming a monthly meeting schedule, the Strategic Committee is responsible for:

  • Ensure coordination across all government areaswhen promoting the deployment of the Portugal Digital Strategy and other programmes;
  • Propose the approval of strategic decisions concerning the definition and implementation of the Portugal Digital Strategy;
  • Suggest strategic guidelines and develop action plans, ensuring that sector-specific action plans are executed and updated when necessary;
  • Submit progress reports on the implementation of the Portugal Digital Strategy and other digitalisation and administrative simplification programmes within its area of responsibility, sharing data, indicators and results with the political level on a quarterly basis or when requested;
  • Oversee the implementation of digital transition and modernisation action plans, monitor the progress of evaluation indicators, and identify any relevant discrepancies to ensure compliance with the defined targets. Define and propose solutions to any identified risks;
  • Ensure the commitment of governance entities to digital strategies, and guarantee that they report on the progress of the actions and implementation indicators of their sector-specific plans;
  • Approval of the creation, restructuring and dissolution of technical working groups related to technological matters;
  • Respond to all enquiries within its competence;
  • Convene meetings for the Advisory Board.
