Operational Committee 

Composition

The Operational Committee reports directly to the Strategic Committee and comprises:

  • A representative of AMA, who chairs it;
  • An eSPap representative;
  • A GNS representative;
  • Each area of government is to be represented by a Technological Representative, who will be a middle manager with technical skills in the area of modernisation and digitalisation. The ministerial representative of the Strategic Committee will appoint the Technological Representatives, who will belong to the same entity.

Responsibilities

Assuming a monthly meeting schedule, the Operational Committee is responsible for:

  • Implement the initiatives of the Portugal Digital Strategy and other programmes in accordance with the action plans, including sector-specific plans;
  • Collaborate and communicate with entities from all government areas to streamline transversal and sector-specific actions of digital strategies;
  • Report on the status of the Portugal Digital Strategy, its action plan and the sector-specific action plans for modernisation and digitalisation, through quarterly progress reports. Report on the status of the evaluation indicators and implement solutions to any identified deviations and risks;
  • Facilitate the sharing of good practices and documentation across all Public Administration entities;
  • Disseminate cross-sectoral technological solutions (i.e. common MOSAICO platforms) to the Public Administration through government entities;
  • Respond to all enquiries within its competence;
  • Propose the creation of working groups related to technological matters to the Strategic Committee, such as those focusing on data governance, digital public services, the cloud, artificial intelligence and simplification.

Technical Working Groups

The Technical Working Groups are led by the management of the Operational Committee's management or their chosen representatives.

Composition

Members are drawn from Public Administration entities and are appointed by the Operational Committee. They possess in-depth knowledge of the specified topic. One of the members should be appointed as coordinator of the Technical Working Group to ensure alignment with the other working groups and the Operational Committee.

Responsibilities

The Technical Working Groups of the Operational Committee are responsible for:

  • Receive strategic guidance from the Operational Committee regarding the work to be undertaken;
  • Develop action plans related to their assigned subject matter;
  • Develop and present proposals to promote the corresponding thematic area, in coordination with the Operational Committee's Technological Representatives and other technical working groups;
  • Ensure that work aligns with international best practices, focusing on promoting high-value projects for the Public Administration;
  • Involve the different partners in the design and execution of transformational projects within the context of Public Administration.
